About the Project

The City of Vadnais Heights annually performs a street improvement project to maintain the city’s infrastructure. Streets are selected based on a number of factors, including pavement conditions, years of service, traffic volumes, maintenance costs and available finances. We strive to construct these improvements in a timely fashion to minimize the cost to both the abutting property owners and general taxpayers and disruption to any particular neighborhood. 

These types of projects also allow the City to undertake utility repairs – such as new hydrants, gate valves and watermain fittings. Private utilities - such as gas, electric and communications - also use these projects as an opportunity to evaluate and if necessary, improve their infrastructure at the same time.

The following streets have been selected for improvements in 2022:

  • Oak Crest Drive (County Road F to 275 feet north of South Oak Drive)
  • South Oak Drive (Oak Crest Drive to Clover Avenue)
  • South Oak Court (South Oak Drive to north cul-de-sac)
  • Community Park Parking Lot
  • Bear Park Boardwalk &  Trail Connection

Feasibility Study

The review of these potential improvements began with the preparation of a Feasibility Study. The City worked with our engineer, S.E.H., to prepare this study. We reviewed our own public utilities (storm sewer, sanitary sewer and water main) for potential improvements, and also gave private utilities (gas, electric, and cable) an opportunity to make their improvements at the same time. The work will include: removal and replacement of the existing blacktop surface, utility system maintenance, and new trail construction.

The Feasibility Study determined the necessity and cost effectiveness of the proposed improvements as well as estimated project costs. City staff has reviewed the projected cost and compared it to the City’s 2022 Budgeted amount for the City’s share of the project costs.

8/4/2022 - Award of Contract

The City of Vadnais Heights awarded the Street Rehabilitation Project No. 2022-1 to Dresel Contracting, Inc. The lone bid came in a little higher than staff were projecting during the preliminary design. This is due to the increase in oil prices, additional contamination found on site, and the addition of a boardwalk near Bear Park. Construction will start next week with Dresel Contracting Inc. completing as much work as possible this year and finishing the project next spring. 9/6/2022 – First Construction Meeting

The City and Dressel had the first weekly meeting.  A tentative construction schedule has been given to the city detailing various aspects of the project.  See “Related Documents” below to download.

10/7/2022 – Mid Project Update

Dressel Contacting has been focusing on getting the Community Park Parking Lot done.  This week they finished the parking lot improvements.  All that’s remaining for the parking lot is seeding and striping.  The main focus currently is getting the utility work completed on the streets portion of the project.  Look out for concrete curbing and asphalt reclamation to follow.  Thanks for the patience with the water outages!
